Visit Adobe's Flash Player Help page to see if the Flash plugin is installed and working properly. If it tells you that Flash is not installed, see the next section on how to install the latest Flash plugin.
The Flash plugin automatically updates itself by default. If Adobe's Flash Player Help page says that Flash is outdated and you don't want to wait for the automatic update, you can update Flash manually by downloading and installing the latest version from Adobe.

Flash plugin not working
If Adobe's Flash Player Help page does not show that Flash is working even though you have installed the latest version, your Flash plugin may be disabled in the Add-ons Manager. To make sure that Flash is enabled,
- Click the menu button , click Add-ons and select Plugins.
If Flash is disabled, select Ask to Activate in its drop-down menu.
Flash plugin not working on certain websites
Firefox can block the Flash plugin on certain websites, if using it would cause security, speed or stability problems. For more information, see The Flash plugin is blocked on some sites by default.
Flash works in Internet Explorer or Chrome but not in Firefox
There are three different types of Flash Players: an ActiveX version for Internet Explorer, a Chrome version built into the browser and a plugin version for Firefox and some other browsers. If you want Flash to work in Firefox you must install the plugin version, as explained above.
'Activate Adobe Flash' prompts
The Flash plugin is set to 'Ask to Activate' in the Add-ons manager by default. Click on the 'Activate Adobe Flash' message to allow the Flash content to load (if it doesn't, reload the page and try again). For more information, see Why do I have to click to activate plugins?.
The Adobe Flash plugin has crashed
If you see this message instead of Flash content, see Adobe Flash plugin has crashed - Prevent it from happening again and Adobe Flash protected mode in Firefox.
Unresponsive plugin warning
Firefox will show you a warning dialog if the Flash plugin is taking longer than expected:
See the article Warning Unresponsive plugin - What it means and how to fix it for solutions and workarounds.
Cannot view full screen Flash videos
See Flash videos won't play full screen.
Playing Flash videos makes Firefox hang
If Firefox stops responding or if the Flash plugin hangs or stops working when playing Flash videos or games, try these solutions:
- Pause or stop Flash in other tabs. You may need to close those tabs.
- Update Flash. See the Installing or updating Flash section above for instructions.
- Disable hardware acceleration in Flash settings. See Disable hardware acceleration in Flash for details.
- Update your graphics drivers. See Upgrade your graphics drivers to use hardware acceleration and WebGL.
- Disable Flash protected mode. See Adobe Flash protected mode in Firefox.
Other Flash problems and solutions
- Your Flash issue could be caused by an extension, theme, or hardware acceleration in Firefox. See Troubleshoot extensions, themes and hardware acceleration issues to solve common Firefox problems to narrow down the cause.
- Other solutions for general audio and video problems are listed in the Fix common audio and video issues article.
- If Flash content does not work, acts strangely, causes errors, or if you see a notice that you need to update Flash even after installing the latest Flash version, uninstall and reinstall Flash.

I can't find Flash Player download link which will give me the full EXE/MSI file, not the tiny downloader which downloads data from the internet.
What's the proper download site for this?

It seems that the link below does no longer give access to offline installers :(
original answer:
Download Adobe Flash Player 16 / 13 / 11.2 full offline standalone installers (MSI/EXE) for Internet Explorer / other browsers:
I've contacted Adobe because I was completely unable to install Flash with the 900kb installer-downloaders which always flood me with strange errors (and delete themselves from the run location! so you can't launch the installer-downloader after failure, have to re-download it), and they sent me this link.
For a long time, I've been taking the offline installers from this page: Installation problems for Windows 7 and older (already mentioned in a comment by Fronker).
The links are always up-to-date, and it lets me get all plugin architectures (as of today ActiveX,NPAPI andPPAPI).The links are near the bottom, under the Still having problems? heading.
The above instructions are for Windows, but the same approach works for Mac OS X. Here's the Adobe help page with the offline installer links at the bottom: Installation Problems – Mac. This Adobe help forum page is also helpful: How to perform a 'clean install' of Flash Player in Mac OS X.

Adobe has decommissioned the Distribution page, but here's another method that still works for now:
On the standard installation page https://get.adobe.com/flashplayer/ the 'Install Now' button links to the download page https://get.adobe.com/flashplayer/download/?installer=..
, you should append &standalone=1
to the end, then it'll let you download the normal standalone offline installer.
P.S. Don't forget to disable 'Optional offer' before copying the link.
If you download the flash player cab file for Microsoft System Center/SCCM, extract the xml file from the it, then you'll see the msi file listed in the xml file. There's a link for the activex installer and also the Mozilla/firefox/netscape plugin.
Sorry for bad English..
Most old answers doesn't work in 2016. So..
Here are direct download links to Adobe Flash PlayerOffline Installer for Windows (flash version 24.0.0.186, from 2016-12-20):
NPAPI (Firefox): https://fpdownload.adobe.com/get/flashplayer/pdc/24.0.0.186/install_flash_player.exe
PPAPI (Opera/Chromium): https://fpdownload.adobe.com/get/flashplayer/pdc/24.0.0.186/install_flash_player_ppapi.exe
ActiveX (InternetExplorer): https://fpdownload.adobe.com/get/flashplayer/pdc/24.0.0.186/install_flash_player_ax.exe
Uninstaller: https://fpdownload.macromedia.com/get/flashplayer/current/support/uninstall_flash_player.exe
@GrasDouble provides the link to the page where you can find the installers.
Here are direct links from there to save you a click:
Flash Player for Internet Explorer - ActiveX
Flash Player for Firefox - NPAPI
Flash Player for Opera and Chromium-based browsers - PPAPI
I tried the link provided by jakub.g––http://www.adobe.com/products/flashplayer/distribution5.html. Though I logged in with my 'trial' account, I got No Adobe Flash Player distribution license found for this user. Please apply by visiting http://www.adobe.com/products/players/flash-player-distribution.html
. They require all kinds of information to get an account.
Oddly enough, on the normal distribution site––https://get.adobe.com/flashplayer/otherversions/, there is a link at the bottom––Archived Flash Player versions
: https://helpx.adobe.com/flash-player/kb/archived-flash-player-versions.html, that actually has the full installers for up to the current version. The downloaded archive had every installer for every platform. I installed the one for OS X
from the command line. sudo installer -verboseR -dumplog -pkg 'Install Adobe Flash Player.pkg' -target /
. Much faster and more reliable than the GUI.

Having trouble installing Adobe Flash Player? Identify your issue and try the corresponding solution.
1. Have you checked if Flash Player is already installed on your computer?
2. Are you being asked to close the browser?
Find Adobe Flash Player
On Internet Explorer, the installer needs to close the browser to proceed with the installation.
Follow these instructions.
Also, if an application is using an already installed version of Flash Player, the Flash Player installer can't run properly. In that case, close all open applications and try again.
3. Have you checked if Flash Player is enabled in your browser?
For Internet Explorer, see Enable Flash Player for Internet Explorer.
For Firefox on any OS, see Enable Flash Player for Firefox.
For Safari on Mac OS, see Enable Flash Player for Safari.
For Google Chrome, see Enable Flash Player for Chrome.
For Opera, see Enable Flash Player for Opera.
4. Are you getting errors containing ActiveX issues?
Disable ActiveX filtering for Flash Player to work properly.
See How to turn ‘ActiveX filtering’ on or off in IE9, IE10, and IE11.
5. Did the installer start installing?
The Flash Player installer should prompt you to begin installation after the download is complete. If it doesn’t, you can start the installer directly from your Downloads folder.
- After downloading Flash Player, close all browsers.
- Locate the Flash Player install file. Unless you have specified otherwise, the file is saved in your Downloads folder.
- Double-click the installer file to begin the Flash Player installation.
For more assistance on locating downloaded files, see Find a file that you have downloaded and Download files from the web in Microsoft Help.
6. Are you getting permission issues?
After installing Flash Player, everything works correctly until you restart your computer. After you restart, web pages ask you to install Flash Player again.
See How do I fix Windows permission problems with Flash Player?
7. Is the Flash Player installer not launching?
You may need to update your operating system so it is compatible with the digital certificate (sha256) of the installer. The following operating systems require updates:
- Windows XP If your operating system is Windows XP and is running Service Pack 2 or below, please upgrade to Service Pack 3.
- Windows Vista If your operating system is Windows Vista SP2, download the update for your operating system from Microsoft Support.
- Windows Server 2008 If your operating system is Windows Server 2008 SP2, download the update for your operating system from Microsoft Support.
